Framework and Regulations of Digital technology

Context

In 2023, Boavizta conducted a survey of organizations pursuing a responsible digital approach in order to identify the benefits and contexts of success of these approaches. One of the findings of this study is the lack of monitoring indicators to observe and measure the returns on investment of such an approach. At the same time, the regulatory context is strengthening for all economic players, whether or not they belong to the digital sector: in terms of sustainability reporting with the CSRD, in terms of environmental performance with the Energy Efficiency Directive... And labels, initiatives and various standards abound, without their scope and objectives always being very clear.

To contribute our brick to the understanding of this regulatory framework (directives, decrees, laws, etc.) and extra-regulatory framework (labels, voluntary standards, etc.), we have therefore launched a new workgroup "Repository of Indicators".

This project aims to identify reporting frameworks and their associated indicators, in order to enable any IT department or digital organization to identify the indicators to follow (according to the frameworks to which they are subject) and to implement them concretely. The first step of this project consists of an inventory of the regulatory or voluntary frameworks relevant to digital players, presented in the database below.

Subsequently, we will add to this deliverable a reference document listing the various indicators requested by the identified frameworks.

Objectives of this deliverable

• Present the main regulatory or voluntary frameworks structuring environmental and social reporting in digital technology.

• Allow an organization to identify whether it is subject to this framework, and under what conditions.

• Name: name of the framework, acronyms are detailed. If the regulatory text is adopted in stages/scope, it is then broken down into several differentiated lines using the format "name of the text - scope" (example: “Eco-design: smartphones”)

• Framework type: describes the type of framework concerned, whether it is a standard, a label, a directive or a decree, etc. (in blue, regulatory frameworks, in orange, the others)

• Perimeter: geographical scope concerned by this framework

• Publication: if the elements of the framework, in particular the indicators, are public, and therefore directly consultable (particularly for non-regulatory frameworks)

• Conditions: if there are conditions of application (particularly for regulatory frameworks), we describe these.

• Organizations in scope: size and legal framework of the organizations concerned by this framework, we can find the size of the company, for the public sector or for associations.

• Status: status of the framework (especially for regulatory frameworks). It can be: In project / In the process of being adopted / Adopted / Implementation in progress / Under review

• Reference text: link to the official text

• Reference: other links or details on the sources

• Details: other information about this framework to share with you

• Update date: date of last update of this framework
